This is the first time I have installed Adobe software on my new PC. I have tried reinstalling my c++ libraries. I have used the adobe cleaner to clean my pc and try again. I have gone through every other forum post on the 4 pages Google has on this topic, and none of the solutions worked for me. What is the root cause of this error, and how can I fix it?
do you have the latest win 10 update? if so:
use a browser that allows popups and cookies and contact adobe support by clicking here, https://helpx.adobe.com/contact.html?rghtup=autoOpen
in the chat field (lower right), type AGENT
be patient, it can take quite a while to reach a human

update your os
repair all ms visual c++ versions that can be repaired.
update your ms visual c++, if it can be updated
restart your computer (don't skip this)
reinstall the cc desktop app, https://creativecloud.adobe.com/apps/all/desktop?action=install&source=apps&productId=creative-cloud
if you're unable to download the cc desktop app at this stage, use the "alternative download links" at the bottom of the page at https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html
use the desktop app to install your cc programs/trials

I have repaired all my current c++ versions. I also downloaded and installed the latest ones (both x64 & x86). I have restarted my pc multiple times. I have updated Windows and my graphics drivers. I have scanned Windows for corrupt files. I have cleaned my pc using the Adobe cleaner, and tried reinstalling the desktop app. I get the same error. I am still unsure what the source is, i.e. is something missing, or broken, or what.

wait. i was mislead by the "first time installation.."
follow these steps:
clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
check for, and if available, update your os
repair all ms visual c++ versions that can be repaired.
update your ms visual c++, if it can be updated
restart your computer (don't skip this)
reinstall the cc desktop app, https://creativecloud.adobe.com/apps/all/desktop?action=install&source=apps&productId=creative-cloud

As I've mentioned, I have cleaned my pc using Adobe cscleanertool. By first time I mean that I have never installed an Adobe software on my pc before today. Today, the first time I've installed the cc desktop app, I got the "Assertion failed" error. After that I took the steps above, and still got the error.

p.p.p.s. if you're contacted by anyone (via email or private message), it's much more likely to be a scammer than an adobe representative. ie, double check for an employee badge if contacted in the forums and look for an adobe.com domain in the email address if you click reply to an email. then check again and be very suspicious. any other method of contacting (or offering to contact you) is almost certainly a scam, https://community.adobe.com/t5/using-the-community-discussions/staying-safe-in-the-adobe-support-com...
