While trying to install anything in CC

Have followed all instructions on uninstalling, using CC cleaner, disabling anti virus etc. Still no luck. Please help as I'm currently paying for a product I cannot use.

Sorry that you are still unable to resolve the error "Exit code 146" after trying the troubleshooting given here: Resolve Error Code 146 or 147 encountered while installing Adobe Creative Cloud apps.
Just to confirm, have you also tried the the last three solutions on this page: Manually create the required directory , Verify file permissions , Try a different download link ?
If not then please give them a try, however if you have already tried this then try giving full read and

If not then please give them a try, however if you have already tried this then try giving full read and right permissions to all Adobe related folders on your machine and check.
