Exit code 6 and C++ 2008 Redistributable Package issues encountered -Elements 13 for Windows (64 bit)

"We've encountered the following issues: Installer has detected that a machine restart may be pending. It is recommended that you quit the installer, restart your machine and try installing again. I choose ignore, as there never is a machine restart pending.The install starts. At the end of the install I get an error: "Some items for the following products could not be installed successfully". Once I look at the error file, I find, "Exit Code: 6 Please see specific errors below for troubleshooting. For example,  ERROR:    -------------------------------------- Summary --------------------------------------   - 0 fatal error(s), 2 error(s)     ----------- Payload: Microsoft Visual C++ 2008 Redistributable Package (x64) 9.0.30729.5677 {512B6D21-18F9-11E2-93C1-00215AEA26C9} -----------  ERROR: Third party payload installer vcredist_x64.exe failed with exit code: 1603  ERROR: Failed to install Microsoft Visual C++ 2008 Redistributable Package (x64). Please try installing it by double clicking on the executable at "E:\Valori\PSE 13\payloads\Microsoft VC 2008 Redist (x64)\vcredist_x64.exe", or download and install the latest Microsoft Visual C++ 2008 Redistributable Package (x64) from Microsoft website - www.microsoft.com. Help!

I went through all the Exit Code 6 Solution steps to no avail. I repaired Windows Update Troubleshooter to verify Windows has been correctly updated. I uninstalled and reinstalled Microsoft Visual C ++ 2008 Redistributable Package (x64). I am at a loss as to the next step. I do not run CS5 nor the Creative Cloud. I do not have Adobe Drive.

We will try one step and check first.

Press Windows button (located between Ctrl and Alt buttons) along with R button together at a time , you will get a run command window.

Type in below command and hit 'Enter' key.

%Appdata%

It will open folder named Roaming.

Then navigate to Roaming > Microsoft > Crypto.

Open Crypto folder and rename RSA folder to RSA-old.

Then try to install again .

Still same ?? let me know whether the OS is WIndows 7 or 8/8.1??

Did you tried repairing/ reinstalling  Microsoft Visual C++ 2008 Redistributable Package (x64) ??

If not , You may try following below steps :

Quit Creative Cloud desktop application .

Navigate to Control Panel  > Program And Features.

Under Programs list locate  " Microsoft Visual C++ 2008 Redistributable Package (x64)"  and uninstall the same .

When prompted  " Restart"  the computer .

Then uninstall   " Microsoft Visual C++ 2008 Redistributable Package (x64)"

Once you had uninstalled Microsoft Visual C++ 2008 Redistributable Package (x64) . click on the below link and download " vcredist_x64.exe" and install the same .

http://download.microsoft.com/download/d/2/4/d242c3fb-da5a-4542-ad66-f9661d0a8d19/vcredist_x64.exe

Then launch Creative Cloud application and try to install again.
