If you are getting that error you do not have sufficient privileges to remove the component. You will need to be logged in as an administrator will full privileges to delete some files.

As Flash has been unavailable for download for some time, it does bring to question how this file was installed on the computer? Flash has been unavailable for download for 4 years now. Given that these computers are older, or may have been through many updates, there are other potential unknown factors that could be impacting your uninstallation. Something you may want to consider if this is for bulk users is to push out a new image to the computers to start with so it's like they are starting clean again if this file is causing issues with how the computers are functioning.

to do a clean cc install carefully following each applicable step:

uninstall every cc app including preferences per https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

then uninstall the cc desktop app, again using the correct uninstaller per https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html#sa_src=web-messaging

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

in the future, to find the best place to post your message, use the list here, https://community.adobe.com/

p.s. i don't think the adobe website, and forums in particular, are easy to navigate, so don't spend a lot of time searching that forum list. do your best and we'll move the post (like this one has already been moved) if it helps you get responses.
