Another part of the error; windows could not find the installer in program files. It's still there, but under a slightly different name? Been using CC for years on the same computer and haven't had this issue before.
So far I've tried running as admin and making sure my drivers are up to date. Do I just need to do a clean reinstall of CC?

Wormo, Error 1004 indicates the installer is being denied access to needed files due to restrictions to the currently logged-in user account. Please see https://helpx.adobe.com/ca/creative-cloud/kb/troubleshoot-download-install-logs.html#error1004 for information on how you can correct the error.

Thanks for responding Jeff, I followed the instructions from the link twice and it didn't resolve the error. Trying to think of other info that might be relevant, but I'm really not sure. I keep CC open and on startup because I use it daily for work. I have it set to auto update. Also, I'm the only user on my OS.

Thanks for the update, Wormo. If your work manages the computer, then I would stop trying to resolve the error and contact them for help.
If you manage the computer yourself, then you can follow the steps listed in https://support.microsoft.com/en-us/windows/create-a-local-user-or-administrator-account-in-windows-... to create a new local administrator account and try the installation again.
The root problem is that the installer is being denied the necessary access while being invoked under the current User account. If the problem continues to the next account, you are likely looking at misconfigured or out-of-date security or utility software blocking access.
