adobeoobe.com is owned by adobe, Whois adobeoobe.com
but i wouldn't download it if it's unexected (ie, it's not a file you're sync'g).

That means (to me) that you have something in your Windows "startup" that you may not want
How to disable a program in Windows startup
-Right click the 'window pane' in the very bottom left corner of the Windows desktop
-Select Task Manager in the pop up option window
-Click More details if you don't see startup
-Select the Startup tab inside Task Manager
-Select the program you want to disable
-Click Disable in the bottom right corner
-BE VERY CAREFUL WHAT YOU DISABLE
Don't disable something if you don't know what it is... you may make your Windows stop working!!!

there's, at least, one other thread dealing with this https://community.adobe.com/t5/download-install-discussions/what-is-it-cc-png/m-p/13275751#M560361 but no resolution there, either, but suggested something to try.
