I have never subscribed to Adobe Creative Cloud - this is the first time I've downloaded Creative Cloud. I am a student and I subscribed to pay monthly.  When I try to download Photoshop - I get an error message that says that my computer is not compatible.  That I understand - but why can't I download a Photoshop version that will run on my computer in the meantime before I upgrade.  That option is offered to previous users of Adobe CC ( to download previous versions). Is there no way for new users to do this?

You'll have to upgrade your operating system to Windows 10. Adobe has dropped support for Windows 8.1.

https://theblog.adobe.com/upcoming-changes-to-creative-cloud-os-support-for-windows-and-mac/

 

Cloud app versions which previously supported Win 8.1 have been discontinued and are no longer offered to anyone, new or existing.
