I have windows 11 and a LR3 CD. I have seen other threads like this with links, but the links don't work.

Unfortunately those links are long dead.
The only place I know of to obtain Lightroom 3 (the precursor to Lightroom Classic) download links is from Prodesigntools
https://prodesigntools.com/direct-download-links-for-lightroom-3-and-photoshop-elements-8.html
Since the author of the post still has the DVD, then it may also be just as easy to buy a cheap external DVD drive.
Of course, running an ancient version such as Lightroom 3 on Windows 11 may or may not be successful.

I have windows 11 and a LR3 CD.

Don't waste your time with this. Those two apps are way too far apart. LR3 came out in 2010. You need modern software.

$120 per year works for someone making money from it. When you are a retired volunteer, spending your own money for the software and all the other equipment and output, saying things like that is of no value, and is demeaning to said volunteer. Please keep such judgements to yourself unless you know the circumstances.

I agree. A lot of software that I have paid good money for no longer works and I am being forced into monthly payments. I do not like this business model.

A low-cost USB DVD drive will serve you well for this and many other purposes.

Two ideas that MAY work to install and/or run old programs in Windows 10 (and Windows 11 ?)
-RIGHT click the program icon or EXE and select a compatibility mode in the pop up option window
-and/or select Run as Administrator to assign FULL Windows permissions

I emailed Adobe about this & they said:
We would like to inform you that Lightroom 3 is too old and no longer available and supported with Mac OS Big Sur and Secondly Lightroom 3 servers have been shut down. If you will try to install or update it further, then it will create conflict with your system. so, we can do is we provide you the Lightroom 6 Perpetual License so you can able to start your work in a proper way.
This has a one off fee.
BUT I then couldn't download Lightroom 6 until I Downgraded my Mac OS to Mojave or Catalina.!?!
The only option I have is to buy Adobe Elements...

Exactly WHO did you email? As far as I know Adobe does NOT do support via email, but scammers will be glad to steal your information
Also as far as I know (from other forum messages) LR6 is no longer sold

For the record, Real Adobe employees will never reach out via Outlook, Yahoo, Gmail or Skype. And LR6 is not sold or supported. So you were definitely NOT talking with a real Adobe employee.
