Help! I cannot install any apps to creative cloud with install button (Windows 10)

I have installed Adobe Creative Cloud, I logged in, and finally, when I attempted to install Photoshop, nothing happens.

I have been clicking the Photoshop Installation Setup file for hours, the Creative Cloud app jitters a bit, I get a loading circle on my cursor, and nothing happens.

I reinstalled Adobe Creative Cloud, logged in again, attempted to install Photoshop, the same nothing happens.

uninstall every cc app including preferences per https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html


then uninstall the cc desktop app, again using the correct uninstaller per https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html#sa_src=web-messaging

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

check for, and if available, update your os

if windows is your os, repair all ms visual c++ versions that can be repaired (use google if you don't know how to do this)

if windows is your os update your ms visual c++, if it can be updated (use google if you don't know how to do this)

restart your computer (don't skip this)

reinstall the cc desktop app using the "alternative download links" at the bottom of the page at https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html

use the desktop app to install your cc programs/trials>

if that fails, you probably have a corrupt user account. google your os and how to create a new one.

I subscribed to the Adobe Creative Cloud - All Apps Annual Plan.

The PC originally had an old install of Adobe Creative Cloud, I removed it using the Adobe CC Uninstaller, so I would assume that the current Adobe Creative Cloud is a new install.

Here is my PC Specs:

- Processor: 11th Gen Intel(R) Core(TM) i7-11800H @ 2.30GHz
- Operating Sys: Windows 10 Pro
- Ram: 16 GB
- AVX: Yes
- SSE: Yes
- Graphics Card (There are two):  Intel(R) Iris(R) Xe (Integrated Laptop GPU) and NVIDIA GeForce RTX 3050 Ti (Laptop GPU)
- Monitor Resolution: 1920x1080 or higher
- VRAM: 17.3 GB
- Hard Disk Space: 1 TB
- Internet: 200 gb download, 10gb upload
