I  need an offline CC 2015 installer , Windows and Mac OS, without using  CC Desktop App.

You may try: Adobe CC 2015 Direct Download Links: Creative Cloud 2015 Release | ProDesignTools. However, you would need an Internet connection to activate the subscription.

While installing you would have to sign in on Adobe application Manager, which would validate your subscription. For that you would need Internet connection.
