How do I deactivate my creative suite when I can't access my laptop?

I need help deactivating my cs4 on a laptop i can no longer use.  I have tried going to the help page but the chat option is not available to me for some reason and I can only go here.  Is there suppose to be like a time frame that chat is available or something?

Hi Phillip,

I checked your CS4 activation count and no deactivation is needed. You have remaining activations so you can install on a new computer and activate without any issues.

There might be a time frame for the Chat in a particular locality. For example, it may not be available on the weekend (I don't know the hours). Try this link:

If the blue link is te "still need help contact us" button then yea I click that  Only clickable links after is the forum.  Chat says "24 hours  day, 7 days a week"

Well my license says I can only do two installs, like maybe one on one pc and one on another and can't use them at the same time.  Idk if I am misinterpreting it but if I install it on my new laptop, but my new laptop at some point breaks, then I would not be able to install it on a new one until I can deactivate one or both.  Or am I misinterpreting?
