How do I move a licensed CC to a new PC?

I have a user that has a licenced Creative Cloud on her pc and she's getting a new PC. How do i move her CC from the old pc to the new?
Uninstall and reinstall?

We're just getting started on CC and I'm not quite sure how to proceed. Any help would be appreciated.

On the new PC , go to www.creative.adobe.com and sign in with same Adobe ID and download the CC apps.

Can I have CC and the apps I use installed on both PCs?  The new one as well as the old one?
