How many times can I activate/deactivate Creative Cloud App on a computer?

Because my main computer is currently not working I want to use Lightroom CC on a replacement computer until I can use my main computer again. As my subscription allows me to use the apps on one active computer at a time, I would now need to deactivate it on my main computer in order to use it on my current replacement (,right?). I have several problems:

1) I cannot reach my main computer (will not turn on), can I deactivate the Lightroom CC app in any other way?

2) Once I have my main computer working again, I want to activate Lightroom CC on that computer again (and deactivate it on de replacement computer), is that possible after initially deactivating it?

there's no limit.

you can sign using your account, https://accounts.adobe.com and if you try to sign in an a 3rd computer (you're allowed two concurrent sign-ins), you'll be offered the option to sign-out from your other two (from that 3rd computer).

go to https://www.adobe.com/privacy.html, click contact us and request your adobe id be deleted.
