How many user/computer can be used in 1 license Adobe CC business plan?

Individual plans are attached to that Adobe id. In general they « belong » to the id holder. They are of limited use in a business environment. It depends on your set-up but individual licenses get repidly unmanagable.

Buisness licenses (in your case CC for teams) are managed licenses that the license manager can allocate to a specific user. Business licenses also have tools for unattended installation in a managed IT environment. And in addition, there are extended support options.

In all case, you need as many licenses as concurrent users. Any license can be activated on 2 computers, given that there is no concurrent use of them.
