"NOTE: Creative Cloud Market is NOT accessible from Creative Cloud desktop app version 4.8 onwards. To learn how to access Creative Cloud Market from Adobe Photoshop Sketch, see this video."

Also you need either a Single App plan or a Full CC plan to qualify.
