How to buy Animator without monthly subscription?

I use Animator about four or five times a year, so I'd like to buy a normal copy. How can I do that?

Or can I buy per usage?

Should I better use my old CS 4 Flash?

adobe animate cc is only available via subscription. you can use a month to month and subscribe off-and-on when you need.
