How to download Photoshop CC 2018?

I am at my wits end. My PC with Windows 8.1 was having trouble so I did a SYSTEM REFRESH and lost my apps including Photoshop CC 2018. I go to the Adobe CC site and start Download for Photoshop ... get a message saying my PC does not support the latest version. Fine, but I had CC2018 and it worked perfectly.

 

NOWHERE do I see a link to Download an earlier version: Photoshop CC 2018 .. I found a page likethat but it was all MAC. Can anyone give me a link to download Photoshop and Bridge CC2018? Thanks, Peter

    Due to a recent policy change, Adobe removed legacy versions from the CC Desktop App.  These direct Download Links have very special instructions you must follow or it won't work.

    FYI, Creative Cloud is phasing out support for Windows 8 and 8.1.  To get access to all the latest versions of CC software, you need Windows 10.  See links below for details.

    Several months ago Adobe changed their support policy to one of only the two most recent programs being available

     

    I will presume that the 2018 version you want is older than two versions

     

    You need to contact support to find out about canceling your subscription without a fee due to the current versions not working on your un-supported operating system

    Thanks. I bought a new Dell G3 and CC now works perfectly. Wish that had not been neccessary but it was having some other problems too

    P.S. Had a new idea: I downloaded Creative Cloud https://creativecloud.adobe.com/apps/all/desktop/pdp/creative-cloud?action=install&source=apps and that worked .. says it will open SOON.... it does not open. I click on the icon on my desktop and nothing happens. THIS is why I prefer to buy software on CDs.
