How to uninstall Adobe Creative Cloud without an account?

Trying to uninstall Adobe Creative Cloud or any of the other applications relying on it requires an account. Without an account, the uninstall can't proceed.

The solution to this, mentioned in many places, including here (discussion), is to install another Adobe tool, which has several issues:

• Who wants to install one more piece of software from an editor who is that bad at uninstalling things?
• Anything that installs on windows should provide a way to be uninstalled cleanly, without any extra installation. Failing to do so is a clear violation of Microsoft's Desktop App Certification.
• This specifc piece of software is detected as a virus by anti-virus software:

Working around anti-virus is (purposefully) extremly difficult for anyone who is not an advanced user. As a result, it looks like it's actually impossible for a non-advanced user to uninstall Adobe Creative Cloud, but I would love to be proved wrong.
