Seems like Kaspersky (Win 10) was the culprit. Now working again after uninstall.

The same issue in Germany from ca. 1:00 PM. Error "no internet connection", in the background second window with text "limit reached" and no solution works.
No entries in hosts file, firewall disabled, connection via DSL and LTE with mobile provider, date and time on computer set correctly, emails and websites works normally. Only Adobe CC applications cannot reach the server.
Signed out and in again in CC client, deleted SLStore folder but still the same error message
