I can't install my Dreamweaver CS3

I've been on hold and with a customer support person for an hour - then get cut off!

I have all the info for downloading the program, but when I install it I get the following error message:

    I'm on hold with support now. I must say your customer support is problematic. I've been on hold for over 35 minutes (36, last time I checked). Was on hold for almost 45 this morning, talked to CS for 15 minutes, then lost the connection. Tried Friday, but hung up after 30 minutes. If you're that busy, you should add more personnel.

    Search http://www.microsoft.com/en-us/default.aspx to find out how to install a program after right clicking the install EXE

    Mac or Windows, and exactly which operating system version?

    Mac El Capitan and later are not compatible and probably will not work

    Same with Windows 10

    I have Windows 7 Pro

    I've turned off all protection (Windows & Malware Bytes) - same problem

    1-right click and select run as administrator

    2-right click and select an older windows compatibility mode, such as xp
