I cannot install LR 6 Exit code 21

Exit Code: 21 Please see specific errors below for troubleshooting. Hello so I paid $157 dollars and tried to download Lightroom 6, unfortunately I keep getting this error over and over again. The install bar gets to 2% and this happens every time. I tried turning off Norton antivirus. I tried deleting an old Lightroom trial version on my computer and it doesn't work. I do have Photoshop Elements 12 - and I am not willing to delete that since if I do delete that I will have nothing to work with.

Unfortunately I'm not I computer person so I'm at a lost a what to do. I did do a search of this error and it seems that other people have had it before and solved it - but like I said I'm not really computer saavy enough to understand what they did.

Please I'd appreciate any help from someone from Adobe
