Hi. When I go on the website I have the option to download apps on my account but when I go on the app it says "You do not have access to manage apps" and "Permission from your IT administrator may be required to enable apps managment"
I bought a student plan on a personal email. I have contacted the university and they do not class as an IT administrator. I logged in on someone elses computer and I had access to my apps on that computer.
I have tried looking for the file to delete which the support centre suggests but that has not worked.
Does anyone know how to help? I feel it might be a problem with my laptop (Macbook) more than Adobe, but I'm not sure.

install the cc desktop app from here https://creativecloud.adobe.com/apps/all/desktop?action=install&source=apps&productId=creative-cloud and use it to install your adobe subscription and trial programs.
if you have trouble downloading the cc desktop app or you see an error message when trying to install, make sure you have a compatible os (https://helpx.adobe.com/creative-cloud/system-requirements.html), and use the alternative download links at page bottom here, https://helpx.adobe.com/in/download-install/kb/creative-cloud-desktop-app-download.html

if you already have the cc desktop installed, check your account to verify your subscription is what you expect and to verify your adobe id, https://accounts.adobe.com
then, if your subscription is what you expect, sign out and then back in to your cc desktop application using the same adobe id used to verify your subscription: http://helpx.adobe.com/creative-cloud/kb/sign-in-out-creative-cloud-desktop-app.html

Hello Aron,
I think you have to enable the apps panel on Creative cloud. You may check the below article and remove the config file and test again. You may have to close CCDA before removing the config file.
