i get 2 error codes opening creative cloud

Ive unistalled twice and it still wont open same error pops up

Update Windows and get the latest Visual C++ runtime.

While you're at it, you should confirm that your system meets or exceeds the Creative Cloud system requirements before you install.

It has still not worked, would the fact im using a hotspot and not a wifi be the cause of my problem?
