I got a Error "api-ms-win-crt-runtime-l1-1-0.dll is missing"

i got a error "api-ms-win-crt-runtime-l1-1-0.dll is missing" when i install after effects.

so i follow solution of adobe.

and i clicked solution link for windows 7 https://support.microsoft.com/en-us/kb/976932

they are recommend install SP1, but i got already windows 7 SP1.

anyway, i follow that solution.

but i got a error again. windows update services is not working.

how can i solve this problem.

i searched this problem but i have no idea anymore.
