I have to use satellite for internet have 10gig each month is it practicle to use adobe cloud ?

Creative Cloud apps run on your computer not on the internet, so you can use them even when you are offline. However, you do need an Internet connection to download the apps, and you must connect periodically so Adobe can verify that your account is paid (every 30 days or 99 days depending on your membership). Aside from that, you only need to be online if you wish to perform updates or to sync files on your desktop with the online Creative Cloud storage that is part of your membership. 10gig/month should be sufficient for that purpose.
