Ahmedm21484460, what type of Creative Cloud membership are you using?  Creative Cloud for Team and Enterprise memberships can create their own local installation packages.  There is no membership associated with the e-mail address you used to post to this public discussion forum.

Can you let us know what is your subscription type, as all Adobe CC runs (online) except for certain clients. As for Arabic support, it will be available as an option when you "package" all applications or download individual ones.
