I only need to buy 3 programs

can i buy only three software because i just need only illustrator that is available in permanent licence so another software is after effect and character animator .can i buy after effect and animator only  . because why i pay for other software that i not use  .

You can buy three software separately, but all apps plan is cheaper than 3. Great bargain, and you get lots of extra apps you might want one day.

The only programs Adobe sells with a permanent license (serial number) are Photoshop Elements and Premiere Elements

There are no permanent licenses to the programs you use, only a subscription

No.  And there was never a lifetime license.   A perpetual license was only good for as long as the software could run on your operating system -- approximate shelf life was 3-5 years after which you had to upgrade to a newer version.   That old system is gone.  Creative Cloud is sold by subscription only now.  And you receive free upgrades for as long as you remain a member.

Realise, please, that most professional users of Creative Cloud are likely to use only 3, maybe 4, programs, so your usage is typical, not unusual.

Another way to think about it: you can't go to an All You Can Eat Buffet, then expect a refund because there is some food you did not eat...

A different point of view:

The All app price has been set for the typical user who uses 3 apps on a regularly basis. But instead of having to choose between 3 apps and not to be able to use the rest, Adobe gives you access to all the other apps for free.

I, for example, use regularly Indesign, Photoshop and Illustrator, but I'm happy to be able to access Premiere and After Effects from time to time and in addition to have free access to Acrobat for checking my Indesign created PDF files...
