I purchased Premiere Elements and Photoshop 2019, and I did not try to install until recently.

I purchased Premiere Elements and Photoshop 2019 [was: 2017], and I did not try to install until recently. I am being told that I have to purchase the latest version, in order to install. Is there any other way? My laptop is brand new, an HP recently purchased in Costco. I have enough space and i5. What can I do to acquire my, already paid for, software?

First download and install the Adobe Cloud desktop app. No need to subscribe. Just install it.

Then install Elements 2019.

Two ideas that MAY work to install and/or run old programs in Windows 10 (and MAYBE Windows 11 ?)
-RIGHT click the program icon or EXE and select a compatibility mode in the pop up option window
-and/or select Run as Administrator to assign FULL Windows permissions

I appreciate your reply and help, but I still have not been able to download my software. I tried all that you suggested. Is there anything else I can do?

See screenshot from PS Elements 2019 System Requirements.  Keep in mind that 2019 software predated the release of Windows 11 by 2-1/2 years:
