If I have a computer with multiple users, can they each access the Creative Cloud off of that one license, or will each user need their own license?

At work we have several workstations that only have one user on them, but we have a shared laptop that is for employees that are away from the office. We will have the Creative Cloud installed on this shared laptop, but we have several users on that laptop.

When we are installing Adobe Creative Cloud, will it be available to the whole machine off of one license, or will it be available only on a per-user basis, where one license = one user?

unless you have an enterprise license for multiple users, one one user (the licensee) is (legally) allowed to use your adobe single-user programs.
