Indesign cc won't download

I recently deinstalled and reinstalled the CC app after changing my plan. I needed to reinstall photoshop, illustrator, LR and indesign. I was able to get the first three using the CC app. However, now I'm trying to download indesign and it won't work. When I click on the "download" button, it moves up into the "installed" section, and the progress bar goes from 0% to 99% in a second. I get a notification saying the app has downloaded, but it immediately moves back into the "find additional apps" section. I've tried multiple times but this is what happens every single time. I tried downloading Bridge to see if that would work, and it started downloading normally, so this is probably specific to indesign. I also tried downloading it from the adobe website but that doesn't work. I've tried quitting the CC app, restarting my computer- these haven't fixed it either.

Rs1712 if you are unable to manually remove the OPM.db file then please download and run the Adobe Creative Cloud desktop application uninstaller utility available at Uninstall the Adobe Creative Cloud desktop application​.  If you have any questions please update this discussion.

quit your desktop app by clicking the gear icon>quit

Remove the OPM.db file.

    Mac OS: Locate the OPM.db file in the \User\<user name>\Library\Application Support\Adobe\OOBE folder. To access the hidden user Library folder, see https://helpx.adobe.com/x-productkb/global/access-hidden-user-library-files.html

    Windows: Locate the OPM.db file in the \Users\<user name>\AppData\Local\Adobe\OOBE folder. To view the hidden AppData folder, see https://helpx.adobe.com/x-productkb/global/show-hidden-files-folders-extensions.html

Doesn't work, my computer doesn't let me delete the opm file because it's "still in use". This is even after I quit all apps and the desktop app. Edit: I ended up just downloading the 2015 version, that worked out fine.
