Install Message - Adobe creative cloud is needed to fix problem

Installation message reads: "Adobe creative cloud is needed to resolve this problem.  However, it is missing or damaged.  Please download and install a new copy of Creative Cloud from 'http://www.adobe.com/go/adobecreativecloudapp'"  I have downloaded and tried to install, but this error keeps occuring.  any suggestions?
