I've been running adobe CC for years. I've had my windows 7 machine for years too. It's old but it works.
For some stupid reason I decided to do a clean insllation. My machine was running slow, I thought a clean install was a good idea. Once I uninstalled Photoshop CC I removed the cc installer app and ran the cc cleaner. I cleaned everythign. All apps, everything.
I've restarted. Downloaded a new installer. When I click the installer exe file I get a spinning wheel for about 20 seconds and then nothing. I've tried this multiple times. I've tried cleaning again. It's still the same.
I've been searching the internet but nothing jumping out. I've given the downloaded exe file permission, rand as asministrator etc. It's just not launching. I've therefore go no apps and no cc app manager.
Anyone?
I also get the attached error when I try and delete the exe file. I then have to go into task manager and end the frozen task. It's been doing this for hours!

Mrsilvester, are you using the process listed in https://helpx.adobe.com/creative-cloud/help/download-install-app.html to install Photoshop CC? What version of Windows 7 do you have installed on the computer? What is the build number?

HI Jeff, I'm aware of the change in operating minimum spec and that my system wont have the latest edition but I'm not bothered about having the latest edition. It also shouldnt prevent me from installing the cc desktop app, which is the main barrier I'm facing. Why does the decktop app require a higher spec operating sytem, surely it's just the software that needs systematic updates!? I'm not able to get anything installed from adobe and thus the debate over operating system and release edition is academic for me anyway. I'd also add that windows 10 is still about £100 in the uk and although I appreciate times change, I'm certainly not that fussed about the minute operational differences in a new ps, especially not for £100 plus! It was working right up until the point that I uninstalled it and now I can't get the software back. That's not cool!
Furthermore, it might be appropriate to scale pricing according to what edition of software people are using. There are some who are still happily chugging away with cs6. The push for subscription based software is only really beneficial to those to care about being upto date. I'd bet that many people simply don't care about the latest gadget or tool added to ps as the core functions have been the same for years! It'd be nice to be able to just buy a version and stick with it!
