Installer not responding

I have gone through the steps to install photoshop and lightroom, and all goes well until it asks me to open the installer. Then it loads and a dialogue box opens and says "you can't open the application 'Photoshop Installer' because it is not responding." How do I get past this step?

install the cc desktop app from here https://creativecloud.adobe.com/apps/all/desktop?action=install&source=apps&productId=creative-cloud and use it to install your adobe subscription and trial programs.

I tried all of the alternative download methods but every time I try to open an installer I get the not responding dialogue box.

suspend your av and any other security programs that might prevent a program from running.
