Installing Photoshop Elements 9/10 on new computer

Question

I am trying to install Photoshop Elements on a new desktop computer with a Windows 8.1 operating system. Previously I purchased Photoshop Elements 9 and later upgraded to Photoshop Elements 10.

When I try to install it from this download page Download Photoshop Elements products | 9, 8, 7 and insert my serial number I'm told the serial number is invalid. Of course, I checked the numbers, but it's the same as shown on my order history. Then I tried to download directly from my order history page and an error code 413 appears.

Can anyone offer some assistance on how to download this?

Oh, and if I do get to the point where I can download, do I download v9 first and then v10 upgrade?
