Installing Windows Elements 15 other than Root drive.

I have been using Adobe elements for years.  Purchased a new copy Elements 15 (Windows).  I use Windows 10 and my C:\ Root directory is a small 256GB SSD that I only use for startup programs.  I have not had issues with running previous Elements and Premere Adobe programs on my larger F:\ 1000 GB HD.  The "Download_Adobe_Photoshop_Elements_15_(Windows).EXE file was downloaded with issues.  I ran the Downloaded program to a Adobe file on my F:\ HD and after 30 or so minutes I was asked to install/Run the program and nothing happened.  I did this a second time with same results. Previously I had a CD/DVD to install the Adobe Elements & Premere 13 and this time I am trying to install the program directly from your Server.  At no time was I asked to provide my Serial number.  I would love to discuss this installation problem with a human being.  Please let me know if this is possible.
