IS Adobe Portfolio really free?

I just singup on behance and saw this on my account dashboard.

I usally ignor such offers but this time I click the link and make a account when I click on publish my webiste button I get this

"Portfolio is included for free with a Creative Cloud subscription". Creative Cloud subscriptions are NOT FREE. So there is no EXTRA charge for Portfolio, but you cannot get it for free.

Behance is free for everyone. 

But Portfolio requires you to have a paid Creative Cloud plan.
