Is it possible to load Photoshop 7 on Windows 10 machine?

Hello,

I have just purchased Photoshop 7 from an eBay merchant for my home pc which runs Windows 10. Unfortunately, the setup.exe is not working.  I suspect it doesn't know how to contend with Windows 10 yet. 

Is there anything I can do to get this loaded properly to my pc?

First, if that program was used, did the person provide you with a License Transfer https://forums.adobe.com/thread/1355892

Second, that software is old enough that it may not work at all with Windows 10... but

R-click  setup.exe and select compatibility mode and the select "run this program in windows 7 compatibility mode"

That's assuming you  have a valid serial number.
