License PSE 13 on a second computer

I purchased PSE13 for my Mac and I thought that it was ok to use the license on a second computer. I've installed it on my Windows 7 Pro but the license serial number isn't accepted. Is there something else I need to do or have I got this all wrong?

If you purchased a disk, you should be able to use either PC or Mac.  If was downloaded, it is only PC or only Mac..  You will have to contact  Adobe in that case.
