LIGHTROOM.EXE-SYSTEM ERROR

After deleting a reinstalling for a second time I get this message both times. How do I fix it?

This program can't start because api-ms-win-crt-convert-11-1-0.dll is missing from your computer. Try reinstalling the program to fix this problem.
