Limited Access repair tool

Can't install limited access repair tool in my system.

After installing Adobe creative cloud I installed photoshop. When accessing it it says Limited access to adobe apps and services.

I cant install Limited access repair tool, the screen looks like this. Please help i need projects to finish.
