Mac Pro not installing creative cloud app

Working on an older Mac Pro (2009), 2.93 GHz Quad-core Intel, 16 GB ram, OS X version 10.9.5.

When we go to this url, Software and services for creative professionals | Adobe Creative Cloud, and login to download the app, the download never starts. Tried chrome and safari. Tried other computer user profiles, including admin, download does not start.

Tried to bring in the installer from other computers, but the install fails and says error: 48.

This machine has no wifi capability, we are hardwired for internet.

I'm trying to install the creative cloud app to keep the apps up to date, but haven't been successful yet.

Is the computer belongs to managed Office network ?

Have you tried installing from Root user account ?

If root user means admin user on the computer, I have tried. And it didn't work just now. Not sure what else to try.

Did you enabled Root account from Directory Utility or simply created Administrator account?

Root Account is built in , it needs to enabled .

Please re-confirm whether you had tried with normal Admin account or Root User ?  Unlike normal Admin account , Root user has special permissions to Root level directories, it has superior privileges.
