Media Encoder CC 2018 - Not Launching

Hi,

My media encoder cc 2018 will not launch.

I have tried deleting the contents of the below folder as this seems to be a popular solution for some people.

I have also tried deleting X19zbGNfZmv... file on its own.

I have also uninstalled and reinstalled 2017 & 2018 versions of Media Encoder but it still will not open.

I export from After Effects cc 2019 and do not have Premiere Pro installed. (I mention this as some peoples solution to the problem refers to Premiere Pro)

I really need this to work so any help would be amazing!
