Is all Adobe CC applications multi language by default or is there differences in the licensing for e.g. english and multi language?

You can install any program in any supported language. The only application that is using a fixed language is the CC app. That one uses the OS language. If you want to install a different language, you need to uninstal first and change in the CC app preferences the App Language:

Then, when you reinstall your app via CC app, the app is installed in the suggested language.

This may not apply to beta programs.
