I have installed Photoshop CS2 on Windows 7 Professional 64bit. The software was sold to me from a previous owner. There is no support for registering. When I try to register online, i get a message saying that the registration server is offline. Then I try to register over the phone (1) 206 675 6222 goes nowhere. When I try 1 866 772 3623 it says that number is no longer used. Then I am referred to a web address. That page gives me an error 404. Is there any way for me to register my software?

no, but adobe's allowing you to use your cs2 programs without activation, Error: "Activation Server Unavailable" | CS2, Acrobat 7, Audition 3

There is no way (or need) to register or activate CS2 any more. Adobe shut down the CS2 activation server a few years ago.

So forget about installing the CS2 you bought. It won't activate. Your serial won't work either.

You must now download a special, non-activation version of CS2 from Adobe

Error: "Activation Server Unavailable" | CS2, Acrobat 7, Audition 3

Install then enter the new, non-activation serial number provided by Adobe at that link.

There is not likely any option to register the software.  Since there is no longer an activation server for it, chances are there is no option for registration either.  Hopefully you didn't pay much of anything for it.
