If you have a valid license for an older product you can use it.
But it may not be compatible with new operating systems

So long as you have a paid subscription, then with that license you can still run older versions of the CC apps – although anything older than the last two major releases (2022 and 2021) is unsupported by Adobe.
Some prior versions of the genuine apps can still be downloaded using the original direct download links. Again, Adobe won't force you to upgrade, but older releases may not run on newer versions of macOS and Adobe won't provide official support for them.

so since there is no license for them to buy it Nor a support from adobe to ask for Then why am not allowed to Use them !!! , dosen't make sense

Again, you aren't disallowed from using them.
Your current paid subscription will allow them to run on your computer, just like the latest/newest versions.
It's just that Adobe's policy is to provide support for the current major release and the one prior.
The reason for that is there have now been 10 major releases of Creative Cloud since 2012 (and 100s of minor releases), so they were seeing an explosion of support cases for differing versions of the software if customers weren't using recent revisions... It became unmanageable, so they drew the official support line at the latest two releases.

so i must pay for the new versions online to use the old versions !!

100% correct. Creative Cloud is a subscription-based product, no matter the version. It is up to you (and your computer) which version you use, but Adobe will not force you to upgrade.
So, customers can continue to use older releases, but in that case would not benefit from newer features & improvements.

I think, if your computer's configuration good enough for the new versions, so you should go for the latest versions. Because you will have more options and new features to play with your images.
So, forget about the older versions.
