on how many devices can a program be installed when purchasing the adobe creative cloud for students and for teachers?

You can install & activate on up to 2 devices. If you install on more than 2 devices, the others will be deactivated. You can use only 1 device at a time.

Adobe - End User License Agreement

2.1.3 Portable or Home Computer Use. Subject to the restrictions set forth in Section 2.1.4, the primary user of the Computer on which the Software is installed under Section 2.1 (“Primary User”) may install a second copy of the Software for his or her exclusive use on either a portable Computer or a Computer located at his or her home, provided that the Software on the portable or home Computer is not used at the same time as the Software on the primary Computer.

a slight clarification of the above.

you can install on an unlimited number of computers. the only limitation (noted above) is that you can sign-in (and therefore start adobe programs) on, at most, two computers at any one time. that's an insignificant limitation for internet connected computers.
