One app gets "Update failed" 49 on Windows 7

What is this? and why cannot someone keep "Creative Cloud.exe" fixed so that it functions reliably?  "Creative Cloud.exe" updates itself a LOT for no discernible reason, and has the most problems. This error occurred with Photoshop only. Several other installed correctly during the same session, until it got to the last one which was Photoshop. So it is NOT an admin or authority issue as I've been reading elsewhere.  This is not a connection issue either because it had just finished several other downloads.
