I have used Photoshop CS3 on a Win 7 Desktop with Intel i5-3570, 64 bit OS for 6 months. Recently when I tried to launch it I got this messge:
"You cannot use this product at this time. You must repair the problem by uninstalling and reinstalling this product... or contact Adobe customer support for help."
Following instructions from an Adobe Forum, I uninstalled ALL my Adobe applications, then ran the Adobe Creative Cloud Cleaner Tool available at this location:
https://helpx.adobe.com/creative-cloud/kb/cc-cleaner-tool-installation-problems.html
Then I rebooted and tried to reinstall, but the install failed, only installing Shared Components.
Any advice is greatly appreciated.

retry installing using compatibility mode, xp sp2
if that fails, you'll need to open the log files to get more information

Hi kglad, thanks for the Compatibility Mode advice. The install still failed, so I'm about to work on reading the .gz log. Downloading WinRar to start.

I've installed WinRar. There are two .gz files:
1 - Adobe Creative Suite 3 Web Premium 1.0.log.gz - WinRar says this file is corrupt
and
2 -Add or Remove Adobe Creative Suite 3 Web Premium 1.0.log.gz - this file is fine, but I don't see the Summary section that Adobe's instructions from your link say to look for.
Which log file do I need?
Thanks,
John

delete those log files. retry installing and a new (hopefully uncorrupted) log file should be created.

Deleting the log files worked to create a usable log, which I opened in Wordpad, search for "fatal" and found zero, searched "error" and found:
Many AdobeError_# 1603
Many CrossProductLinkError.html
some PNG errors
some SetupErrors
I have not checked MSI logs yet

I did all the steps above starting with "uninstall anything cs3...".
The install failed again.

does the log file give any useful info?

The most recent log file gives results similar to what I mentioned above. This time I searched Word:
" I searched the log for "fatal" and found zero, searched "error" and found:
Found 93 AdobeError_# 1603
33 CrossProductLinkError.html
some PNG errors
I have not checked MSI logs yet

i don't see that error for photoshop, but do see a 1603 for acrobat, Error 1603: A fatal error occurred during Adobe Creative Suite installation

Yes, I searched Error 1603 also. I had no FATAL 1603 errors reported in the log, so I tried Solution 4 from the link above delete all TEMP files, but that did not help.
I am not trying to install Adobe Acrobat Pro 8, because every time I try, it says "can't find AdobePDF.dll"
I'm going to try getting Malwarebytes to work and run it, because I've seen viruses mentioned on Adobe Forums as a possible cause of the my original error message

I ended up doing a clean install of Windows 7 Pro 64 bit and installed Adobe CS3 Web Premium, which worked fine. Then I started installing Windows Updates. After installing each batch of updates, I launched Flash CS3. This worked up to a point. After installing about 147 important updates, then I got an Error when I launched Flash CS3:
Licensing for this product has stopped working
"You cannot use this product at this time. You must repair the problem by uninstalling and reinstalling this product... or contact Adobe customer support for help."
It looks like this Windows update causes the problem:
Update for Windows 7 for 64x-based system (KB3177467), which is "Servicing stack update for Windows SP1."
I tried to uninstall this update in the "Installed Updates" window, but I can't.
Any thoughts?
