Photoshop download stuck at 97%, then Photoshop welcome screen fails to load

Hi there,

I have tried to download and install Photoshop twice now, both times, the download gets stuck at 97% for hours without even mentioning what the problem is.

I noticed that Photoshop was installed anyway so I launched it. Upon launching, the welcome screen takes forever to load just the top tabs. Once those top tabs have loaded, the main screen is still blank for several minutes. I gave up so I closed the welcome screen. Doing this causes the main Photoshop window to remain unresponsive for a good 4-5 seconds before being responsive again.

Is there anyway to resolve this? I have already had to turn off my firewall as I was constantly being asked for permission for application after application from Adobe to connect to the internet and I have already tested the internet connection to be stable and fast.

Oh and the second time i open Photoshop, it says

"The libraries extension could not be loaded because of a program error"
