Photoshop Elements 6 need to install DirectX

I have installed photoshop Elements 6 onto windows 10, when I try to open photoshop, I get a message, need to install Direct x, I tried to install dirct x, then a message come up saying direct x is already installed, but photoshop still doesn't open, because direct x needs to be installed. I had photoshop installed previously on this computer with windows 10, I had to reset my computer which had photoshop on previously and worked fine. Can anyone help on this issue please?

    You probably just need to enable Direct Play as explained in this post:

    your os is not compatible with pse 6.  eg, that error message is telling you that an older version of directx is needed.  however, installing that older version may be problematic for other programs and may cause os problems.

    you could try installing pse 6 using compatibility mode, but there will likely still be problems because pse 6 is so old and your os is new.
